There certainly was, but I don't know if it's being made any longer. So far as I know, and that is rather limited, GW holds the rights for minis games based on the works of Tolkein.

And GW minis are certainly not prepainted--nor are they inexpensive.

There used to be a line of pre-painted LotR minis made by sabertooth games. They are high quality, but they are in 41mm scale. Quite hard to get now, they fetch a big price on ebay. Check out "hex" , "CMG", "TMG" in the lord of the rings category on ebay.
